Rates

Water and wastewater rates provide for full cost recovery of services, long term plan projects and financial reserves for the municipally owned and operated water and wastewater systems. By maintaining our water and wastewater systems, through diligent operations, efficient administration and well planned capital works; Prince Edward County is ensuring the continual supply of safe drinking water.

Determining Rates

Water and wastewater rates are determined each year using financial modeling to analyze long term increases ensuring that budget requirements are met. Financial modeling provides analysis for ensuring full cost recovery of services and allow for financial reserves for the future. Budget requirements include:

• Administrative and operational costs
• Current and anticipated provincial regulatory requirements
• Future capital replacements and upgrades
• Scheduled preventative maintenance
• Financing

What do the Rates Pay For

Continued infrastructure rehabilitation program - water distribution and wastewater collection
systems:

• Repair and replacement of aging of pipes
• Expansion and renewal of infrastructure
• Preventative maintenance

Continual upgrade and replacement of facilities – water and wastewater treatment systems:

• Enhanced monitoring and data acquisition programs
• Improving water quality through optimization of the treatment processes
• Improving wastewater treatment to lessen impact on receiving water bodies
• Preventative Maintenance

Meeting new legislative requirements:

Water Systems

Continued implementation of the Safe Drinking Water Act requires that the municipality meet the new Municipal Drinking Water Licensing Program requirements as defined by the provincial government. Included in the Municipal Drinking Water Licensing Program requirements are the creation, implementation and accreditation of a Drinking Water Quality Management System (DWQMS) and an approved Financial Plan as defined by Regulation. And, just recently, the provincial government has implemented new lead sampling, testing and monitoring requirements.

Wastewater Systems

To ensure the protection of drinking water, the provincial government has required that the municipality have an approved Nutrient Management Strategy for our biosolids generating facilities. This includes regulated sampling, monitoring and approvals for all biosolids spreading sites.

To ensure continued compliance with legislation means we must:

• Ensure delivery of safe drinking water
• Enhance our data acquisition capabilities
• Further develop our record keeping and reporting protocols
• Improve our data/information management system
• Keep our systems and infrastructure in good operational condition
• Meet and exceed sampling and monitoring requirements
• Meet licensing, training and certification requirements for higher skilled staff
