NEW PLANS FOR PICTON-HALLOWELL AND WELLINGTON
OUR QUALITY OF LIFE here in the County is exceptional. To help protect and enhance this special place, the Municipality will prepare, with your help, new land use plans for the Picton and Wellington areas. The Picton area includes a small portion of Hallowell Ward. These plans are referred to as Secondary Plans.
WHAT IS A SECONDARY PLAN? Secondary Plans set out detailed land use policies to guide growth and development for specific communities, such as Picton-Hallowell and Wellington. These plans are more directive than the County’s Official Plan which manages and directs physical change and the effects on the social, economic, and natural environment for the entire municipality (see figure).

WHY DO WE NEED NEW PLANS? The current Secondary Plans for Picton-Hallowell and Wellington are 30 years old. Updating them will address employment, housing and other land uses, community services and facilities, urban design, sustainable development, sewage and water, transportation, parks, recreation, heritage conservation, and the natural environment.
HOW ARE SECONDARY PLANS PREPARED?
Phase 1 will research and describe the Picton- Hallowell and Wellington areas as they are today. Please help by completing the Secondary Plans Survey located at the top right of this page.
Phase 2 will envision how things might be, and from this, develop a preferred strategy for protecting and enhancing what we value, and shaping change so that it serves our goals.
Phase 3 will create draft Secondary Plans for all interested parties to review. Revisions will be made, and then final Secondary Plans will be submitted to County Council for review and adoption. The Province has final approval authority.
IT’S IMPORTANT THAT YOU GET INVOLVED!
The creation of new Secondary Plans for Picton- Hallowell and Wellington is a community-driven process, and your participation is critical to its success.
