The Department is responsible for delivery of planning, building, and enforcement services that affect the health, safety, prosperity and liveability of the municipality.

These services are provided through two basic divisions - Planning and Building, by a professional team of land use planners, building code officials, enforcement officers and support staff. 

The Planning Division is responsible for:

1. Professional land use planning advice and assistance to Council and its Committees, internal departments and external agencies, the public, and the development industry.
2.

Preparation and maintenance of up-to-date municipal land use planning policies/plans.

3. Implementation of municipal planning policies/plans through timely development review and approval processes.

This Division is also responsible for ensuring public and stakeholder involvement, and balancing competing interests, in municipal land use planning matters.

The Building Division is responsible for:

1. Building construction and by-law advice and assistance to Council and its Committees, internal departments and external agencies, the public, and the development industry.
2. Maintaining minimum health, life and fire safety standards through enforcement of the Building Code and municipal by-laws.
3. Building plans review, permits, and on-site inspections.
4. Motor vehicle parking control, canine control, and school crossing guards.
5. Administration for the Ontario Livestock Compensation Program.

Construction and building services are provided by this Division to both the professional contractor and home do-it-yourselfer.

WHAT’S NEW

Ontario Renewable Energy Approvals

The new Ontario Green Energy and Green Economy Act were passed in May 2009 and decisions regarding renewable energy projects now rest with the Province of Ontario. On March 13, 2012 the following projects received Provincial Renewable Energy Approval:

• Northland Power – Belleville North Solar Project, Sophiasburgh Ward

New Regulations for New House Permits as of January 1, 2012

As of January 1, 2012, all new house permit applications require an “Energy Efficient Design Summary” to be submitted with the application.

Also, all mandatory inspections identified in the Ontario Building Code must be complete and approved prior to obtaining on Occupancy Permit. It is the owners’ responsibility to ensure inspection requests are submitted and that the inspections are approved.

Community Improvement Plan

The new Community Improvement Plan (CIP), came into effect on January 25, 2012.  The Community Improvement Plan is an expression of the municipality's commitment to supporting economic development in all of our communities. 

The new Community Improvement Plan is uniquely tailored to our quality of place, creative entrepreneurs and businesses as well as an additional contribution to Prince Edward's growing legacy of innovative economic development and planning.

Subdivision Approvals

Draft plan of subdivision approved February 28, 2012 for Country Club Investments Ltd. (Belleville Street, Wellington) for 183 single detached dwelling, 116 semi-detached dwelling units, 92 townhouse units, 60 apartment units, and an 18 hole golf course.

Draft plan of subdivision approved December 20, 2011 for 1513210 Ontario Inc. (Barker Street Subdivision) for 35 single detached dwelling units, 16 semi-detached dwelling units, 21 townhouses and senior retirement residences consisting of 182 units in two buildings and a 5 unit townhouse block.

Draft plan of subdivision approved November 16, 2011 for Sandbank Homes Inc. (Jasper Avenue) for 36 single detached dwellings, 18 semi-detached dwelling units and 23 condominium townhouse units.
